Hello Isaac,

The FN key modifies the actions of the function keys. By default, the Function 
keys control hardware functions: volume, brightness, etc. VoiceOver uses the 
function keys for software purposes and having to press the FN key in addition 
to the VO keys adds an unnecessary level of complication, which is why most of 
us make the change to the use of the FN key.

The FN key is also used on a laptop keyboard with the arrow keys to get the 
Home, End, Page Up and Page Down functions.
