MJ, I am going to assume that you are referring to switching the function keys to perform software functions instead of hardware functions. If that is the case, you will find this setting in System Preferences, keyboard, and look for the following: "Use all F1, F2, etc. keys as standard function keys (x) checkbox." Once you check this box, your function keys will work properly with VOiceOver. Btw, you can access the hardware functions of those keys by holding down the fn key which is to the left of the control key.
