Basically, widgets are little applets that do different things: provide definitions for words, give you the weather, translate words into other languages, and so on. The widgets are located on the Dashboard. When you hear that noise it either means the dashboard is showing or not showing, it's a toggle. Once you're in the dashboard, you can view and open the widgets.
