Hi Kawal,

Someone can undoubtedly give you a more sophisticated explanation than I, but 
I'll do my best.  Basically, widgets are little applets that do different 
things: provide definitions for words, give you the weather, translate words 
into other languages, and so on.  The widgets are located on the Dashboard.  
When you hear that noise it either means the dashboard is showing or not 
showing, it's a toggle.  Once you're in the dashboard, you can view and open 
the widgets.  Not all of them are accessible, at least as of my last look, but 
some of them are.
