Scott, I did as you suggested and deleted the plist files in the
library and preferences. This seems to have fixed my issues. It has
definitely fixed the problem where menus are not reading correctly.

What you can do is track down the VOiceOver plists and blow them
away. Once you relaunch VO, they will be recreated. The various
plists can be found in ~/Library/Preferences. The ` indicates your
home folder and the files you are looking for will be obvious, but
they will start with com.apple and you want to look for the
VoiceOver files. I would save this as the last step.
