Good morning, 
It's likely that the speech has been accidentally muted. To unmute speech, do 
the following:

1. Make sure the trackpad commander is on by holding down the control and 
option keys and rotating 2 fingers on the trackpad to the right. The action is 
similar to turning a radio dial to the right.
2. double tap the trackpad with three fingers to unmute speech and voiceover 
should say "VoiceOver unmuted.
