If you still have working scanner support for your model and have installed the 
drivers, and don't mind that it's cloud-based, there's DocuScan Plus from 
Pneuma Solutions. You can "buy" it outright, if you need. You do need an 
account with Pneuma Solutions (formerly Serotek), however. Their "Scribe" 
service can also be used from a web browser, albeit it costs more and gives you 
image descriptions.

Otherwise, yeah, it's basically relying on the OCR provided by the OS in 
Preview, or another app that will let you copy extracted text. If you don't 
have working drivers, VueScan is the one to turn to, or you can resort to 
command-line tools …
