Information is hard to come by. I was able to bring up the menu bar
but perhaps it will not work with all apps. I also found someone on
AppleVis saying pressing Fn plus m brings up the menu bar but does not
work for me on the Logitech MX keyboard.

You need to swipe down to the first sound and then swipe back up without taking
your finger off the screen. This same gesture will get rid of the menu as well.
It is close to the same gesture that is used to bring up the dock only you do
it from the status bar.
