This sounds more like a feature than a bug.

If you change your VoiceOver output device to something other than the system 
default output, and that device is no longer present, then you have no way to 
hear VoiceOver output.
So, if your Mac determines that the selected device for VoiceOver output is no 
longer present, then to make sure that VoiceOver can be heard, VoiceOver may be 
automatically changing back to the default system output, which would most 
likely be your internal MacBook Air’s speakers.

To me, this would be preferred to having no output for VoiceOver.

Rather than changing your VoiceOver output device to something other than the 
default system output, I would recommend changing the default system output 
device.  then when that device is not present, the default system output will 
default to the internal MacBook Air speaker.
Once the alternative system output device is once again  present, the system 
default output will revert to that alternative device, and VoiceOver output 
will follow.
