Can you be more specific about what functionality you think is missing?
As far as I know, you should be able to use all of the iPad keyboard
commands, including those of VoiceOver for iPad OS (probably equivalent
to the iOS VoiceOver commands, or almost so).
Perhaps looking up the keyboard command lists on Apple's Support site
would be a suitable starting point - both for VoiceOver and for the iPad.
I haven't used any of Apple's Bluetooth keyboards. I would be very
surprised if it didn't give you all of the standard iPad and VoiceOver
keyboard functions as soon as connected, however.
