This has happened to me in previous upgrades and to other people as well. The culprit is that VO gets set to have the mouse pointer track the keyboard cursor. Disconnect mouse tracking from VO cursor and the problem will go away. I’m not sure where in the settings it is it’s pretty easy to find. Again, Just set not to track the mouse cursor to the VO cursor Sent from my IPhone
