In past upgrade efforts, I’ve run in to similar issues with VoiceOver preferences getting corrupted and causing wonky behavior. You might try exporting all of your VO preferences and resetting all VoiceOver settings back to defaults to see if that resolves the issue. If it does, you could try reimporting your preferences to see if the issue remains. I hope this helps.
