Mary, Try going to Mail Settings > General, and make sure Follow Up Suggestions is turned off. This should prevent older messages from appearing at the top of the Inbox list.
Apple implemented this feature in macOS Ventura as a way of reminding you about messages that Apple thinks may merit a follow-up response. Even though I have this feature turned off, I still have older messages appear at the top of the Inbox list. When this happens, with the message selected, open the Shortcut menu )VO + Shift + M), and select Ignore Follow-up, to move the message back to its original position in the Inbox.
