Mary,

Try going to Mail Settings > General, and make sure Follow Up Suggestions is 
turned off.
This should prevent older messages from appearing at the top of the Inbox list.

Apple implemented this feature in macOS Ventura as a way of reminding you about 
messages that Apple thinks may merit a follow-up response.
Even though I have this feature turned off, I still have older messages appear 
at the top of the Inbox list.
When this happens, with the message selected, open the Shortcut menu )VO + 
Shift + M), and select Ignore Follow-up, to move the message back to its 
original position in the Inbox.

Hello.  I am having some really weird issues with mail.  I usually use the all 
inboxes and do fine.  However, the inbox is all messed up.  I am seeing 
messages from a long time ago and not always recent ones.  Except maybe those 
that have downloaded right when I had the app open.  When I delete a message, I 
think that sometimes the message it is deleting is not the one I am seeing.  So 
somehow, I am not focused on the message I think I am but a different one.  
Then, mail quits unexpectedly.  I have rebooted a few times. 

What should I do?  Will I have to go into Recovery?  I don’t feel comfortable 
there.  I have never heard of anything this weird.
