No ideas on this? I had no trouble with this in Monterey bow I do in
Ventura and Sonoma. Intel based Mac.

mode, you turn off your Mac. Then, you power on the Mac and
immediately hold down the command and our keys for a while, a good
while, and then release. You will have to wait a while for recovery
