It was as clear as I could make it, but let me try again.
My task is to install a version of macOS on a new APFS volume. I am
unable to do this because I need to enable access to external media.
This is done in Startup Security Utility after opening macOS Recovery.
At this point I should find the Utilities menu. All I see on the menu
bar is Apple, and Recovery.

your Mac. Then, you power on the Mac and immediately hold down the command and
our keys for a while, a good while, and then release. You will have to wait a
while for recovery mode to come up and then you’ll have to turn on voiceover
manually with command F5.
