That would depend on your access needs. There will never be a blanket statement put out that says everyone should upgrade. That never happens because we are all different and thus have different needs. For example, there are a lot of braille bugs in 16.3 that wouldn't impact a speech only, or not as much of an impact, if you use it to supplement your speech access.
