Is it ok to leave external drive plugged in permenantly to MacbookPro2017 for time machine backup? Thanks!

So I have a Time Machine backup from January 22, 2023. When I enter Time Machine, it places me on the Desktop. I cant figure out how to navigate to iCloud to find and restore my file.
