I also had a serious problem with mail on my Mac mini doing this. It drove me nuts! The solution I came to was to roll back a couple of os versions.

Try visiting applevis.com, where you'll find thread upon thread of complaints about "not responding" (previously "busy") problems with VoiceOver for Mac, year after year, and with no resolution.
