The most recent change for VoiceOver was around High Siera. They moved some keyboard commands around the only change I remember was making the voice adjustment commands change from VO-Command-arrow to VO-COmmand-Shift arrow, so that VO-command-arrow keys could be used for rotor operations which before that change were only available via the QuickNav mode.
