I think JAWS will recognize mouse movements, but this is no where near
the Mac’s trackpad commander.
There is also touch support available (with various gestures depending
on the screen reader used), if you have a Windows device with a touch
screen. I have a laptop that is capable of it, but I almost never use
the touch input feature.
As I recall, one of Apple's arguments for not adding touch screen input
to Mac devices is that it's generally inconvenient to be touching a
laptop-style, vertically oriented display frequently. I can agree with
that, but, then, I'm faster with a keyboard anyway.
Apple also offers the ability to use an iPad as an additional display
for a Mac - I don't know how accessible this is with VoiceOver, as my
iPad is too old for it.
