The only thing Windows users can do is simulate mouse clicks with the keyboard 
or physically use the mouse.

I think JAWS will recognize mouse movements, but this is no where near the 
Mac’s trackpad commander.

Me neither.  In fact, I attended Sight Tech Global last week, and heard Windows 
screen reader users lamenting about not really having a concept of how mouse 
navigation behaved.  VoiceOver has had that from the start.  Now, TrackPad 
Commander wasn’t there from the start, but mouse and trackpad navigation 
definitely was.
