I’m not sure who recommended PDF 10 since I do not use this app. Are you using Windows or Mac at work?
JAWS OCR would cost considerably more at work, and the only free OCR I know of is the free NVDA addon. If you need to edit PDF files, maybe Acrobat Pro would be your best option.
