Just to bring some closure to this thread.  After getting the error message No 
user available for authorization while trying to re-install Big Sur, I made 
another call to Apple Tech Support, my fifth since Tuesday, I think. Anyway, he 
couldn't get the os re-installed, so the MBA is now officially dead. So, I will 
be going to the nearest Apple store to exchange it this weekend.

often a spinning ball  means that a application is awaiting some kind of 
confirmation. Consider for example, when one copies a app into the applications 
folder, a system dialog pops up asking for a password. I believe in older days, 
this would block the finder, now I think it just blocked the copy progress 
window. But other than downloading VoicePacks I can't think of anything that 
might block VoiceOver. The only thing I can think of is to start VoiceOver 
Utility without VoiceOver running and tell it to restore to factory settings.

1. Open Utilities folder in Finder. (open the goto menu and then select 
Utilities) 

2. Double tap the Voiceover Utility icon.

3. Open the file menu and select "Reset All VoiceOver Preferences …".

4. Press the reset button in the confirmation dialog.

5. Start Voiceover.

6. Skip pass the tutorial by typing V (assuming the tutorial comes up).

When I set up a new Windows machine recently, I noticed that settings are

I think your issue stems from doing the Time Machine backup from your old Mac 
to the new M1 Mac.

I don’t necessarily think the macOS update will make any difference, but it 
can’t hurt either.

I suggest wiping the Mac, and starting over as a completely new Mac.  Then 
transfer your old data to the new Mac manually.

I think you will have a lot less trouble doing this.

Recently there has been a discussion about the new MBA, so I thought I would 
share my experience.

I unboxed my MBA yesterday afternoon, and it's been nothin but a headache 
since.  When I booted it for the first time, all seemed fine.  But after I 
migrated my data using a time machine backup, VO went silent.

Yesterday afternoon I called Apple Accessibility, and spent a half hour on 
hold, then another half hour on the phone with some idiot who spent the call 
directing me to position the camera on my phone with one hand so she could see 
the screen, while she directed the finger on my other hand to select and 
activate items on the trackpad.  to say the least, the experience was 
unpleasant and frustrating, and I finally just gave up and hung up.  My husband 
and I spent most of last night trying to troubleshoot the problem, as I could 
do nothing without sighted assistance.  We were not successful.

This morning I called Apple to request a replacement.  I spent another half 
hour on the phone with a very nice support person, at the end of which, he 
directed me to take my computer to the local authorized Apple Service dealer.  
My husband and I both just took two hours off work to do that.  I just got back 
from there.  They weren't able to fix it either.  He said that it looks like VO 
is unable to select a voice, and has recommended that I install the latest Big 
Sur update.  I'm downloading it now.  If that doesn't work, I'm going to demand 
a return, and go back to using my 2017 MacBook Pro, which works just fine.

So, that's my experience with the new MBA, FWIW.
