No, I haven't seen this before. Have you attempted to use Terminal to move 
these files? I'd be interested to see if it complains then. The only  times my 
Mac has complained when trying to paste is when nothing was in the clipboard, 
even though I told it to copy. I think a good hint is that, when nothing is in 
the clipboard, VoiceOver does not speak the name of the copied item. You should 
hear "Copy, folder/filename". I don't even believe this can be changed in the 
verbosity options, so you should hear that for sure. You probably want to make 
sure with VO-F6 that something is actually  being selected. Whether you 
interact with the table and use the VoiceOver navigation keys, or simply use 
the keyboard commands when focussed on the table without interaction, it should 
still select. On my Mac, though, if nothing is following the VoiceOver cursor 
nothing seems to select, except what is highlighted by either the mouse or the 
keyboard. Which would make sense, really.

Sorry, those are the only things I can come up with at the moment. Things you 
want to make sure are set, at any rate. And, if they are, that it is focussing 
properly.
