When I download a file in Safari and know it is going to take time,
I do the cmd-option-l and VO-left (I think its left) to the download
table and intaract with it. VO-shift-down arrow. Interact again with the
download in progress. Thie table can have multiple downloads going such
as TV shows or movies. I don't use the Finder for this.

Did you check in the privacy and security and see what other site you’re trying
to download from is allowing downloads? When Catalina came out last year, the
safari that came out at the same time requires you to approve downloads from
domains.
