Hello Leo,
In Pages Preferences, I think you have to click on Change template and reselect 
your preferred one then press Choose. Close Preferences and your chosen 
template should be shown. Close the window and quit Pages, then reopen Pages 
and all should be well.
This works for me under Mojave, and for my husband under Catalina.
