Well I discovered:
~/Library/Mail/v6/MailData/Signatures

I have 2 mail signatures and there are 4 files in this directory. The 
.mailsignature files appear to be a modified HTML file and then there are two 
plist files. Apple uses plists files for configuration. They are essentially 
XML files.
        AccountsMap.plist property list, no permission to read 
and 
AllSignatures.plist property list, no permission to read

So I believe the all accounts plist is a array of signatures andante a mapping 
between a random file name and the signature name.
Then the accounts.plist should indicate which mail accounts have access to 
which mail signatures.
Note that by default the terminal application does not have read access to 
these directories, only execute. I did not try an LS on the Library/Mail 
directory to see if this is a standard permissions or a ACL that is preventing 
full access.
