Hi,

The option to turn on VoiceOver is in the Summary tab. You'll find a button 
called "Configure Universal Access". VO-space on it, and simply check the radio 
button "VoiceOver" and hit ok. it probably changes to "Apply" in this case. 
That  particular "Universal Access" button has always been there, even on my 
seriously old iPod model.
