Hi,

Enabling Messages in iCloud is not essential for syncing of Messages across 
devices, nor is it essential for being able to send SMS messages from your Mac. 
 Yes, it does make your life easier as all messages are stored in iCloud when 
this is checked which allows for syncing of message threads when one or more 
devices are incommunicado for extended lengths of time.  The actual process of 
sending SMS messages from your Mac does not specifically require the Messages 
in iCloud to be enabled though.

on all your devices you have messages selected in the iCloud settings.
My iMessages and SMS messages all sync on my phone and Mac.
