Shouldn't ever set a guest OS to use two processor cores when you only have two processor cores available on the host.
Memory is very important. Windows 7 doesn't need nearly as much as Vista did. You can make it go with 1GB of RAM. That is the minimum, though. You really need 1.5 or 2GB of RAM to make it work well. And you can't give it 2GB of RAM and suck up all of the host memory. If you set the VM to use 2GB, for example, and that is 60% of your host RAM or better, than you need more memory on the host. Win7 will run like that, but it will take forever for the Win7 machine to suspend or resume. 4GB on your Mac is the minimum to do anything well with Win7 in a VM. If you don't have 4GB, then you probably should be running XP. If you have 8GB on your Mac, you can give 3GB to Win7, and it will scream.
