Hi,

I don't believe that it's a bug.  If you're away from WiFi and the cell signal 
is too weak, you may get a notification like that telling you that Siri doesn't 
have a connection to the Internet.  Restarting sometimes will give you a better 
connection temporarily, and thus connection for Siri.
