https://support.apple.com/en-us/HT208532 <https://support.apple.com/en-us/HT208532> You need both 2FA (Two Factor Authentication) enabled and iCloud Keychain enabled along with a few encouragements to make sure all MacOS and iOS devices are updated to the latest versions. This may be your issue. These items can be enabled within the iCloud pane of System Prefs. If you need help, let us know. Later...
