So long as you have the iso file and once installed the product key. Once you have the machine up and running you will be able to update to the latest updates.
Note, the 1809 installer may give an issue with bootcamp so you have to go back to 1803 to install windows through bootcamp and then update to 1809 This may have been corrected in the latest MacOS release but I don’t believe so.
