But yes there is an issue in boot camp installing win 10 1809 as you said,

However the known solution is to install windows 10 1803 which works very well 
and is fully accessible during installation 
And then once you have that installed you can update to 1809 with out issue and 
still with full accessibility 

I've been able to set this up 5 times this year on different machines without 
assistance.

I know there were some problems with installing the October 2018 release of 
windows 10. I also know that the April 2018 release of windows worked ok for
