Yes it will read hard drives and USB flash drives which is still on the old 
HFS+ file system with no problems.

My Macbook Pro is on High Sierra and the new APFS file system, but the external 
hard drives which I use for Time Machine backups is still formatted as HFS+ and 
they work perfectly.

Just as a P.S, I could be wrong and this could have changed, but if I remember 
correctly Time Machine doesn’t yet work on external drives which is formatted 
to the new APFS file system, so if you get your new machine, leave your 
external drives formatted as is on HFS+, don’t change them.
