I may have a fix for now. It has worked for me in two different scenarios. In the VO
Utility, under the Web category, make sure that the "Enable Live Regions"
checkbox is not checked. This seems to allow VO to remain speaking for an extended
length of time. During this testing, I had my MBP set that the computer never goes to
sleep, and that the display would go to sleep after one minute. I had it read a long,
boring legal document on school fees and VO read the entire document, then after one
minute of silence, the Login Panel spoke. I also tested it with a rather long
explanation of security, authentication and authorization within the base level of the
MacOS. After about 10 minutes, the Login Panel had not reared its ugly head. Of course,
if you use the Live Regions in web-pages often, this isn't a good fix, but for now, it
has worked for me.
Any others who wish to try this workaround/fix are welcome to do so and post
results here. I realize that just because it worked for me, it does not always
mean that it will work for others in all situations.

this and I'm sure I've had it happen on spinners as well. Really an't see why
that would be the cause though. It has to do with the screen lock/sleep
feature as far as I can tell. As this activity is engaged, its focus is
gained, so VO announces the new focused app/window. That's normally a good
thing, but in this case, it's a problem.
