Hi Matthew, When you install the OS on your machine as a new installation That process also sets up an installation recovery partition as part of the process.
As for everytime a sierra update comes out you don't have to make or create a new / updated USB installer the Sierra update will / can be updated to your machine through either the software updates or the applications store.
