Absolutely!
You'd actually want to kind of do this a bit backwards though from how you
described. You're not exactly going to change the audio system volume. What
you'd have to do is change the volume of Voiceover. Note that Voiceover's
independent volume only will go as loud as the system volume setting
permits. In other words, say your system output volume was at 75%. This
means you only could get Voiceover to that 75% volume cap.
Alas, here's what to do.
Press command+VO+left or right arrow. These screens wrap, so it doesn't
really matter which, left or right you hit. keep holding down your
vo+command keys and repeatedly press the left or right arrow key until you
hear volume. Now, leaving the VO+command keys down, use your up and down
arrow keys now to move the volume. Down arrow to make it softer, and up to
make it louder. Again, remember what I said above about the volume limit.
Once satisfied, release your vo+command keys, and the setting will be
applied.
