Mary, there’s no risk in buying older phones on craigslist.  I sell lots and 
lots of gear and buy lots of gear on CL and never in the life of craigslist 
have had a problem.  You just meet the person you’re dealing with and try the 
unit out.  Easy enough to call and make sure the phone is free and clear with 
the carrier.  I also let anyone buying my gear give it the once over before 
handing over the cash.  Stick to cash on the barrel head and give a fair amount 
of time to insure the goods are as advertised and you’re good to go.  I use a 
McDonalds down the street as a neutral meet up point where there is 24 hour 
surveillance so everything is also on camera.  In california I used the 
neighborhood Quickstop.
