The file is a scanned docunet I am in no doubt. The file info says Author: Hewlett Packard MFP. This Tells me that it is HP Multi- Function Printer. So it is a Printer/Scanner/Coppier that was used to create the PDF. You will need an OCR program to read the PDF.
