You're lucky for even some of the time working, as I tried literally
probably about 30 times doing identically what was mentioned with Text Edit.
It doesn't work over here, trust me.
I wasn't gonna say anything, as I know there are those on this list who'd
say I was being a cry baby, and wouldn't believe me. I was therefore just
waiting for others to say it don't work, before I, too, confirmed. Now that
you all know I'm not! just complaining, it really doesn't work, what's with
it?

I experienced both: sometimes universal clipboard works and sometimes not. I
additional experience sluggishness related to iCloud. Ones I deleted a pdf
file in iCloud Drive and it took several hours until it was gonne on all my
other devices, even though all devices were connected to the internet. That’s
one reason why I personally haven’t left Dropbox yet. It’s much more
reliable and faster then iCloud, unfortunately. I’d love to shift completely
to iCloud Drive. And so my guess is universal clipboard sometimes needs more
time as well to sync.

I just installed os x sierra and i have ios 10 on my idevice. Bluetooth is
turned on on both devices as is handoff. Both devices are loged into
icloud.
Still: universal copy/paste does not seem to be working. I enter text in
textedit on the mac, hit select all and copy when i try to pase it on ios
using the vo rotor the text does not get pasted. I already tried
restarting both devices to no avail.
Anyone knows whats going on? Icloud seems to be working well otherwise
emailadresses and remidners get synced correctly from one device to the
other. The mac is from 2013 so 3 years old. The iphone is 2 years old, an
iphone 6.
