Hallo Anouk,
I experienced both: sometimes universal clipboard works and sometimes not. I 
additional experience sluggishness related to iCloud. Ones I deleted a pdf file 
in iCloud Drive and it took several hours until it was gonne on all my other 
devices, even though all devices were connected to the internet. That’s one 
reason why I personally haven’t left Dropbox yet. It’s much more reliable and 
faster then iCloud, unfortunately. I’d love to shift completely to iCloud 
Drive. And so my guess is universal clipboard sometimes needs more time as well 
to sync.
