Wow!  You've done some serious research.  Thank you.

About an hour or so, ago, I received a message from Freedom stating that they 
are researching this issue and will have some information for me, shortly.  

Again, given that UEB has been in effect around the world for years, I find it 
difficult to believe that this is still an issue.  

Something just doesn't make sense to me.  

Think about it, having a refreshable Braille device properly display type form 
indicators, grade indicators, or even, capital passage indicators is among the 
most basic elements of UEB.  

How can the NFB, AFB, or (insert name of Braille entity) not have addressed 
this?  

I swear, I think I am in the middle of the Twilight Zone.  I keep expecting to 
wake up at any moment (smile).

Well, liblouie 3.0..0 just came out with better support for UEB appearing to be 
the main difference from the 2.6 releases that have been available for a while. 
I understand that FS uses liblouie for its translation, so perhaps this update 
is what was needed for attributes to appear on the Windows side.

For Macintosh my sleuthing appears to indicate that they are using the Dux 
service. 

In 10.11.5 there is the following file in the OS:
Duxbury: Mach-O universal binary with 2 architectures
/System/Library/ScreenReader/BrailleTables/Duxbury.brailletable/Contents/MacOS/Duxbury
 (for architecture i386): Mach-O bundle i386
/System/Library/ScreenReader/BrailleTables/Duxbury.brailletable/Contents/MacOS/Duxbury
 (for architecture x86_64):       Mach-O 64-bit bundle x86_64

I kinda wish I had found liblouie there, but in any case, we can look at the 
capabilities of the underlying translator as the most we can expect out of a 
specific screen reader.
