Well, liblouie 3.0..0 just came out with better support for UEB appearing to be the main difference from the 2.6 releases that have been available for a while. I understand that FS uses liblouie for its translation, so perhaps this update is what was needed for attributes to appear on the Windows side.
For Macintosh my sleuthing appears to indicate that they are using the Dux service. In 10.11.5 there is the following file in the OS: Duxbury: Mach-O universal binary with 2 architectures /System/Library/ScreenReader/BrailleTables/Duxbury.brailletable/Contents/MacOS/Duxbury (for architecture i386): Mach-O bundle i386 /System/Library/ScreenReader/BrailleTables/Duxbury.brailletable/Contents/MacOS/Duxbury (for architecture x86_64): Mach-O 64-bit bundle x86_64 I kinda wish I had found liblouie there, but in any case, we can look at the capabilities of the underlying translator as the most we can expect out of a specific screen reader.
