It does and maybe my point was not clear since I tossed the word socialism out there. Regardless, in some cases the client won't know what they need, but in others, they will and any agency should take that into consideration. I was very serious when I said that some agencies only provide what they feel you need. I can point out specific examples of this and how people I know personally scraped the funs together to purchase their own adaptive solutions for that very reason.
