AC-3 also known as Dolby Digital is a lossy audio format used to store up to 6 channels of audio in a single stream. The max bitrate varies depending on where it came from. For regular DVDs the max bitrate is 448kbps. So if you re-encode it as something else you'll introduce more artifacts than is already present in the AC3. Unless you have issues with the format itself, the clearest sound will be to leave it alone. AC3 is typically not stored in a standalone file but embedded as a track in some other file format like MPEG or Quicktime. There is a bit more info to be found here:
