Have you actually found this to be reliable? Even when the window you wish to drop the item on is visible on the screen, I've found it not to work correctly this way.

I always wind up having to do it the old fassion way with vo+command+shift+space, then move where I need to move, route the mouse, then vo+command+shift+space again to drop.

You use the command VO+comma to initiate dragging. Then, when you're done, use VO+Period to perform the drop.
