I have downgraded to Yosemite as my iMac is old and had a ton of issues with earlier versions of El Capitan so not sure if this will work for you but am hearing that resetting your VoiceOver preferences to factory and then resetting them to the way you like them fixes a lot of issues in El Capitan.
