I have just encountered this forum while searching for information on two 
serious problems I am seeing with VoiceOver on el Capitan. I am very pleased to 
see that others are seeing a similar version of one of my problems, especially 
as accessibil...@apple.com <mailto:accessibil...@apple.com> say that they 
cannot reproduce the problem. I think they are fobbing me off as the problem is 
so easy to recreate.

I am using the latest versions of all software with Mac OS 10.11.1. I am also 
trying the public betas for 10.11.2 which are not solving the problem and maybe 
are even making it worse. 

In my case I go to any web page using Safari and interact with that page. I 
find a header or some other text and then do Command+Tab to move to some other 
application like Mail or TextEdit. VoiceOver then repeatedly speaks some of the 
Safari text it the cursor was previously on. to stop this I have to restart 
VoiceOver or turn cursor tracking off with Control+Option+Shift+F3 while in 
Safari, which is bad as I keep forgetting to turn it back on again, or stop 
interacting with the Safari html. A sighted friend tells me that the text which 
VoiceOver keeps repeating is in a box at the bottom of the screen - maybe some 
sort of thumbnail? The problem does not happen if I use Chrome or Lightning but 
they have other problems making Safari preferable. 

This all sounds similar to the Safari and Voiceover problems reported on this 
forum, so it is gratifying that I am not the only person suffering. Note that I 
arrived at El Capitan after updating to all releases from Leopard onwards. 
Doing a clean install of El Capitan looks like a lot of trouble which probably 
won’t help. 

So do any of you see the same problem as me? Have any of you found Safari or 
VoiceOver orSystem options or preferences which alleviate the problem?
