In Windows, when you close the last window of an app, the app closes. It is no longer in memory. It is no longer listed as a running app, and is no longer in the app switcher. On OS X, it is possible to have an app open, without any windows of that app open. When the last window of an app is closed, the app remains in memory - but with no windows. I think you can close an app from the dock, but I’m not sure how to tell if an app is open visually. Generally, I have learned to close windows when I’m done with an app. For example, I have 14 apps open right now, but all of them don’t have windows open. I occasionally go through the app switcher and quit apps without windows. I use the launchpad to quickly launch and switch between apps. VO+shift+d quickly takes me to Finder. My machine has 16GB of RAM. If you are on a lower memory system (i.e. less than 8GB), performance may slow down if a large number of apps are in memory. If your machine slows down (which can happen with a large number of large apps on even high-memory systems), go through the command+tab switcher and quit windowless apps.
